ISP switch

A friends is getting pissed with her current ISP provider. She said it's the worst thing she got and is thinking of switching to the all new ServerPronto top ISP provider. Has anyone of you tried this? They claim to be the place for budget dedicated servers as it is the cheapest available. I am just glad that I don't have this kind of a problem and is very happy with my current internet service provider.
